9. Priority Ranking Points
continued from section 8

Priority ranking points are then awarded according to the following criteria to establish the relative priority of applicants within each group:-

Overcrowding
Points will be awarded for each bedspace short of an applicant’s needs on the assumption that:

(i) A single applicant requires one bed space 3
(ii) A couple require two bed spaces 6

Under Occupation
3 Points are awarded for each bed space surplus to an applicant’s requirements.

Shared Facilities
Points are awarded as follows for facilities the applicant shares
with others who are not part of his/her household
.

Kitchen

Bathroom/Shower 3
Livingroom 1

Lack of Amenities
Points are awarded as follows where amenities are lacking in
the current accommodation.

Inside W.C.

Washhand Basin 1
Defined Kitchen Area 5

Dampness 1 – 5 points
1 point is awarded for each room affected up to a maximum of 5 points.
Points awarded will depend on the degree of the severity of the dampness
.

Need to move to give or receive practical support from friends or relatives where there is suffering due to a lack of adequate support.

Essential 5
Desirable 3

Applicant is particularly vulnerable because of present housing environment and a move is required to reduce suffering. Essential 5
Desirable 3
The sustaining of social/community/family networks will benefit applicant and local community. 10
Need to move to sustain employment or take up job offer. 10
Applicant is victim of racial harassment and rehousing is required to ensure safety. 5


Transfer applicants will be awarded 1 point for each year in housing need.
Transfer applicants will be awarded medical points as follows:

Applicant or member of his/her household has a serious medical condition which will be significantly improved by rehousing or require to move due to isolation caused by physical disability.

Applicants for Sheltered and Amenity Housing will be awarded additional points for the following circumstances:-

Heating
There is an adequate heating system but tenant cannot manage to use it.

Personal Factors

a) Applicant suffers from nuisance or disturbance:

b) Applicant can go out:
 
Only with a walking aid 3
  Only if escorted/in a wheelchair 5

c) Applicant’s accommodation has stairs which can be negotiated:-

e) The applicant has supportive friends/relatives nearby who visit/provide help:-

The applicant suffers from social isolation due to their living situation and would benefit from the facilities of sheltered housing
